Financial Auditing Services 

Due Date: Tuesday, February 21, 2017 at 2:00pm

The Baltimore Metropolitan Council (BMC) seeks an accounting and/or auditing firm to perform a comprehensive audit of financial statements, a Single Audit and certified fringe and indirect rate calculation for the fiscal years ending June 30, 2017, 2018, and 2019. The audit for the first fiscal year (FY2017) is to be completed and certified prior to October 1, 2017 and presented at a meeting of the BMC Board of Directors scheduled for November 2017.

Proposals must be received by BMC no later than 2 p.m. Eastern Standard Time on Tuesday, February 21, 2017. Allow adequate time for mail or other carrier delivery. Proposals arriving after the deadline will not be accepted.

Regional Traffic Monitoring Program Multi-Year On-Call Traffic Counts

Due Date:  Friday, February 17, 2017 at 2:00pm

The Baltimore Metropolitan Council (BMC) has collected and maintained traffic count data since 1990. The primary use of this data is in support of the Travel Demand Model. Other applications include air quality analysis, performance-based planning, intelligent transportation systems (ITS) development, corridor studies, and trend analysis.

BMC is seeking the services of a qualified consultant or consultant team to provide traffic counts in support of its work over a three (3) year term of engagement.

Questions and Answers regarding the RFP
1.    For the per count proposal how many hours should be assumed for the vehicle occupancy count, turning movement count and bicycle and pedestrian count?

    Vehicle Occupancy Data would be collected from 6 to 9am or 7 to 9am depending upon location. Turning Movement Counts with bicycle and pedestrian data will be collected based on the recent template provided by the State Highway Administration.  The hours could vary but in general will be 13 hour counts 6am – 12pm / 12pm – 7pm.

2.    The Maryland SHA is accepting six bin classification for high volume multi-lane roadways. Would BMC accept this classification scheme?

    Yes, BMC goes by all SHA standards for all types of traffic counts.
