Advancing Priority Improvements on MD 175 and MTA Metro (2014-2017 TIP Amendments)

The Baltimore Regional Transportation Board (BRTB) welcomed comments on updates to the 2014-2017 Transportation Improvement Program (TIP) for two projects from December 15, 2014 through Wednesday, January 14, 2015.  The BRTB voted to approve Resolution #15-17 and Resolution #15-18 in support of these amendments on Tuesday, January 27, 2015.

The TIP, which is the list of transportation projects requesting funding, includes more than $2 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects throughout the region during the next four years. The funding goes towards maintaining, operating and expanding the transportation system. The TIP is fiscally constrained and thus major funding changes and project additions require an amendment.

NEW PROJECT TO THE TIP
The Maryland Transit Administration (MTA) is asking the BRTB to add the following project to the TIP:

Metro Railcar and Signaling Systems Replacement

MTA’s Metro Railcar and Signaling Systems Replacement Project will replace aging Metro railcars and the signaling system with modern and reliable equipment. Based on the 30-year design life, the Metro railcars are due for replacement. This will also enhance passenger comfort and improve safety.

Adding this project to the TIP allows MTA to apply for the following federal funding: $54.5 million in federal Section 5307 funds in Fiscal Years 2015, 2016 and 2017, and $3.6 million in federal CMAQ funds in FY 2016. The state will add $14.5 million in matching funds for this project.

UPDATES TO EXISTING PROJECT IN THE TIP
The Maryland State Highway Administration (SHA) is asking the BRTB to update the following project in the TIP to reflect funding changes:

MD 175: MD 295 to MD 170

MD 175 is a major east-west corridor serving local residents, commuters, military personnel, and commercial traffic. The overall purpose of this high-priority project is to widen MD 175 from 4 to 6 lanes between MD 295 to MD 32 and to add bicycle and pedestrian improvements between MD 32 and MD 170.

SHA has been awarded a $10M Transportation Investment Generating Economic Recovery (TIGER) grant and would like to use the funds for the construction phase to widen MD 175 from Reece Road to Disney Road. Widening this section of MD 175 will cost $44.667 million to construct beginning in FY 2017. This amendment would approve the $10M TIGER grant, as well as $1.744M in Surface Transportation Program (STP) funds and $3.388M in state match.

Public Review and Comment

A public review period was held from December 15, 2014 through January 14, 2015. During this time, a public meeting was held on Thursday, January 8* from 4:30 to 6 p.m. at Odenton Regional Library, Meeting Room A (formerly West County) located at 1325 Annapolis Road, Odenton 21113.
