Improving Transit Safety & Advancing High-Priority Transportation Improvements on MD 140 (2014-2017 TIP Amendments)

2014-2017 Transportation Improvement Program Amendments


The Baltimore Regional Transportation Board (BRTB) welcomed comments on updates to the 2014-2017 Transportation Improvement Program (TIP) for two projects from Thursday, November 6 through Friday, December 5, 2014.  The BRTB voted to approve these amendments on Tuesday, December 16, 2014 via BRTB Resolution  #15-14 and Resolution #15-15

The TIP, which is the list of transportation projects requesting funding, includes more than $2 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects throughout the region during the next four years. The funding goes towards maintaining, operating and expanding the transportation system. The TIP is fiscally constrained and thus major funding changes and project additions require an amendment.

NEW PROJECT TO THE TIP
The Maryland Department of Transportation (MDOT) is asking the BRTB to add the following project to the TIP:

State Safety Oversight Project
The Federal Transit Administration Safety Oversight program was established in an effort to improve safety and security for all modes of transit by establishing security standards and coordination mechanisms between various agencies.

MDOT is requesting that this project be added to the TIP with $1.6 million in federal and state funding for Fiscal Years 2015 and 2016. The purpose of this TIP project is to make transit safer through data collection, risk analysis, policy development, hazard investigation, and effective oversight by various agencies. Funds will be used for staffing, training, consultant services, and miscellaneous equipment.

UPDATES TO EXISTING PROJECT IN THE TIP
The Maryland State Highway Administration (SHA) is asking the BRTB to update the following project in the TIP to reflect funding changes:

MD 140: Painter's Mill Road Intersection Reconstruction (TIP ID 63-1203-19)
Improving MD 140 (Reisterstown Road) is a top transportation priority for Baltimore County. This breakout project is part of the larger MD 140: Painter's Mill Road Intersection Reconstruction.

SHA is asking to update the TIP to reflect additional state funding in the amount of $784,040 for right-of-way and $505,014 for construction. This funding will be used for utility work and the replacement of a culvert in an effort to reduce construction time for the rest of the project, which is being completed in two phases (see links below). As additional funding becomes available, this project will continue through the Construction Phase.

Public Review and Comment
A public review period was held from Thursday, November 6 through Friday, December 5, 2014. During this time, the BRTB hosted two webinars  on Tuesday, November 18 at 12:30 p.m.  and Wednesday, November 19 at 4 p.m.  to share information and answer questions. Comments were also welcome during the Public Comment Opportunity of the BRTB meeting on Tuesday, December 16 at 9 a.m. (scheduled vote).
